Juan Carlos Covilla

Juan Carlos has more than 15 years of experience in consulting and dispute resolution for international organizations, public entities and private companies. It provides these actors with legal support for administrative decision-making, as well as for contractual and project management in key sectors such as infrastructure, water, construction, foreign investment, transport and housing.

He served as Legal Director of the Ministry of Housing, City and Territory of Colombia, where he advised on state regulation and on the resolution of high-impact disputes in the water and basic sanitation, social housing and land use planning sectors. He stood out for his work on regulatory improvement policies, prior consultations and collective actions, in addition to promoting measures for economic reactivation after the pandemic.

Juan Carlos has acted as a secretary in arbitration courts and a representative in complex litigation before high courts. He has also been an advisor to public entities and private companies in administrative procedures and public contracts. He has been invited by the Constitutional Court of Colombia and Congress to provide his legal opinion as an expert in Administrative Law.

He is a law professor at the Pompeu Fabra University in Barcelona. He obtained a doctorate (PhD) from the University of Barcelona, being recognized with a special mention for the best doctoral thesis in Administrative Law in Spain, awarded by the CEPC. He has published two books and more than 20 articles in prestigious publishers. He is a postgraduate professor at the Universidad Externado de Colombia. His research has been cited by high courts, arbitral awards and research centers, such as the Innovation for Successful Societies at Princeton University (USA). He is also an international speaker and researcher.

Daniela Amaya Castro

Lawyer from the Externado University of Colombia and candidate for a master's degree in Analysis of Contemporary Political, Economic and International Problems from the same university. With professional and academic experience of more than 5 years in public and private entities in the social development and investment sector. I support the development of legal concepts and research, in particular, from a comprehensive and decisive perspective of the legal, political and economic phenomena under study.

Awards in public speaking, argumentation and drafting of legal texts in international investment arbitration competitions. Co-author of academic research, including the book “Poverty and Inequality: Objective 2030”.

His work has focused on issues related to constitutional, administrative and international economic law, such as regulatory power, execution of state contracts, provision of public services, exercise of economic rights and freedoms, investment expropriation and arbitration, territorial development, and others.

Mariana Hartmann Acero

A recent law student at the Universidad Externado de Colombia, with a solid academic focus on Administrative Law, Commercial Law, Litigation and New Technology Law. His performance is distinguished by high academic performance, with special emphasis on Administrative Law and Procedural Law, fundamental areas in the interaction between citizens and the State. In addition, he is part of a research hotbed at the Externado University of Colombia, where he deepens his knowledge in Intellectual Property, Startups and Fintech, keeping up to date with emerging legal trends. Its professional objective is to provide a comprehensive and humanistic legal service, based on ethics, responsibility and a firm commitment to excellence. It seeks to apply its knowledge and skills to offer effective and personalized solutions, contributing to the strengthening of the social State of Law and social justice.
